About One Watershed, One Plans
A watershed is an area of land that drains all the streams and rainfall to a common outlet such as a reservoir, mouth of a bay, or a point along a stream channel. One Watershed, One Plan is rooted in the water planning history and in work initiated by the Local Government Water Roundtable (association of Minnesota Counties, Minnesota Association of Watershed Districts, and Minnesota Association of Soil and Water Conservation Districts). Roundtable members recommended that the local governments charged with water management responsibility should organize and develop focused implementation plans on a watershed scale. The vision for One Watershed, One Plan is to align local water planning on major watershed boundaries with state strategies towards prioritized, targeted, and measurable implementation plans – the next logical step in the evolution of water planning in Minnesota.
About The Pine River Watershed One Watershed, One Plan
Cass County, Crow Wing County, the Cass County Soil and Waters Conservation District, and the Crow Wing Soils and Water Conservation Districts, are embarking on the development of the Pine River watershed “One Watershed, One Plan”. Already, both Cass and Crow Wing Counties have implemented watershed-based land protection models for county water planning in recent years. The vision for the Pine River Watershed One Watershed, One Plan is to align local water planning on major watershed boundaries with state strategies towards prioritized, targeted, and measurable implementation plans – the next logical step in the evolution of water planning in Minnesota. The Pine River Watershed is 800 square miles and exists in central Cass and northern Crow Wing Counties. The plan development timeline identifies a projected plan approval by December, 2019.
A Pine River One Watershed, One Plan Policy Committee has been established whose role is to decide on the content of the Plan, serve as a liaison to their respective boards (i.e., County Board or Soil and Water Conservation District Board), and act on behalf of their Board. Bylaws have been established to describe the functions and operations of the committee.
Policy Committee Minutes
The Pine River One Watershed, One Plan Advisory Committee will be established with the role of assisting and providing technical support and making recommendations to the Policy Committee on the development and content of the Plan.
